“Investigating” Trump

There are statutes in Georgia that criminalize election tampering, and they’re not written in Old Norse or some secret code.
I would think you either bring charges or you don’t.
What am I missing here?

My guess is that whilst that may be enough to warrant charges, that a full investigation will be needed to determine who was involved, if pressure was applied from other angles etc.
Very likely a crime was committed but the exact ways and persistence with which the crime was committed will have a bearing on the severity of the offence – like for example a home robbery with threats of violence is viewed as more serious than a burglar who enters quietly through an open window, takes a few items and leaves without threatening anyone or breaking anything.
