An Engaged Citizenry

There is a point to be made here, but the idea behind the law is to encourage home ownership, based on the (reasonable) belief that home owners are better, more engaged citizens.

We do not want apathy and alienation from government–especially now, where voting rights and trust in the election process is under siege by Trump and company.
