Russia Investing in World-Class Highspeed Rail?

This sounds a bit improbable, doesn’t it?  Russia’s GDP is 1/13th the size of ours.   It’s less that our state of Texas.  Their GDP per capita ($14K) ranks #68 in the world.

The country consists of 144 million poor people led by a handful and billionaires and a war criminal butcher.
