Stephen Miller Vs. the U.S. Constitution

The only problem that Miller may face here is that the U.S. Constitution expressly says that the census must count every living human being, regardless of their status as citizens.

Are you saying that the Founding Fathers intended that one lone racist could undermine the Constitution?  Seems hard to believe.
