    Craig,

Just like your misleading and inaccurate chart, you don’t seem to have bothered to take the time to check your information.

Neither the EPA, nor the President can “roll back legislation”. Only Congress can repeal legislation.

Legislated acts usually grant regulatory powers within a framework to agencies or Presidents for administrative purposes. This allow minor changes to be implemented without reference to Congress.

Over time, regulations need revision with changing circumstance. Regulation become cumbersome, duplicated or no longer practical. Regulatory measures are designed to be changed to suit the policies of different administrations and changing circumstance.

The idea that one administration’s regulatory approach should be “set in stone” and revered as the “Ten Commandments” is absurd !

If Congress feels the administration’s interpretation of the regulations is wrong or inconsistent with the purpose of the legislation, then Congress can amend the legislation accordingly.

In addition, any individual or group can challenge the administration by asking a court to interpret the act.

    There are your remedies.
