People who are not of decency and conscience, including actual psychopaths, can behave very constructively in the public interest if the incentives are such that they see it to their advantage to behave constructively. In that case, they may not even be determined to be psychopaths; they could even be mistaken for altruists. Probably there are many more psychopaths around than we realize.
